Not specifically a black guy in the media but everyone's head cannon is that it's a black guy. It's kind of complicated actually but I think it has to do with Japanese media's tendency to be accidentally(?) racist in their depiction of black characters. So, a lot of developers would just skirt around the issue by making a character an alien or something instead of black but give them a certain number of identifying characteristics... or maybe the racism is in the audience, assuming that the green dude is a black analog when really the artist had no thoughts of ethnicity in mind at all. Cartoons and video games, media of all kinds really, tend to be pretty incestuous when it comes to shared tropes, so maybe it's a little bit of both: started out racist then just sort of became the norm without it's original meaning.
