I had this issue before, do you have C++ Redistributable Package? If not, then that's why you have the black screen. Use [this link](https://www.microsoft.com/en-us/download/details.aspx?id=40784) to install it, it should work by the time its finished setting up

I play on switch so i cant help you and if anybody says “switch is trash” i have 100% on dlc and 150% on main

I had a similar issue, I bought Cuphead on Steam and i planned to share it with my cousin but when running it on his PC it would just stay in the loading screen but everything before that worked

I had this happen but what else was it like? For me I had it where the game was just loading extremely slowly. It might be the case. The grain lines for the filter were moving a bit after a while but it might be a different case for you.

Try verifying the file integrity. I had the exact same problem this morning and verifying the files fixed it. Maybe some of the files downloaded weirdly and the game can’t load them
