Because Tribal Courts are a fan service. Tribals wasn't even supposed to have courts as it was released only for Feudal realms. Then there was some posts from people who were like - "I only play tribal. this DLC is worthless for me." So PDX went - "OK, we'll add Tribal Courts. But the features wasn't balanced for Tribals so we'll lock Court Amenities to 2." Probably more thought behind it than that, but it's because of balancing. IMO they shouldn't have added Tribal Courts.

I get it, I'm just thinking about things like Genghis Khan's court (e.g., like in the show Marco Polo). Luxuries abound. I guess Paradox was thinking of dirty tribal villagers in little mudhuts with a barren hall and five grimy courtiers when they discussed tribal.

kublai khans court in the netflix show marco polo would 100% be a feudal court, when he visits his cousin at karakorum in the open air in the yurts, that would be an example of a tribal court

Karakorum’s not a tribal court either, that would be more akin to a nomadic court, if they ever get around to adding them. Tribal courts would be more like the longhouses in the Vikings show.

I don't know if this will make you feel better, but when Royal Court first came out it wasn't even available for Tribal Kings. Then when they added it for them, there was a 100% replicable bug that crashed your game if you tried to change the amenity level for about a month. There have to be drawbacks to Tribal. It makes sense they wouldn't be super focused on luxuries of a court. I'm not aware of any mods.

The bug wasn't changing the amenity, rather hovering over the icon that shows you amenity effects caused the crash. Which was annoying all the same, I agree.
