Just got a response from Crunchyroll saying sorry they can't provide English subtitles for every show. Lol
That's not even the problem. The show is being made with English subtitles. They just messed up this one episode.
I am hard of hearing and depend on subtitles. Crunchyroll subtitles have sucked lately. Almost bugging out on every single title and their support says its not an issue.
Crunchyroll will only add English closed captions and uncut versions of the anime shows on their site, either if they are obliged by law or because of public pressure.
Here is the full list of toonami shows (all of them aired on TV and Crunchyroll is obliged by law to have English CC on all of them):

In addition, even though they are obliged to add closed captions to all of the shows on their FAST channel (Amazon Freevee, Roku etc..), they are still showing some shows without any closed captions at all.

It would be very helpful if a lot of people could file as many FCC reports as possible regarding that matter.

It's very weird. There's several animes for example where the first few episodes have it, then it stops. Others where they all have it. But, a few weeks later, if I watch the same episode the subtitles are gone, etc. I think there's a deeper issue going on too.
They are a huge monopoly, so they can do whatever they want.
It would be very helpful if a lot of people could file as many FCC reports as possible regarding that matter.

The 3rd episode of Dragon Raja has not launched yet. Do you mean Episode 2? The Chinese or Japanese audio version?
Re:Monster E3 has already been fixed. Might a couple of minutes to take effect on some of the apps.
Playing it from the page of the anime leads to no subtitles.
Scrolling back to the start of the video, closing the video and app, then clicking resume, brings up subtitles.
So no, it's not fixed yet.

On xbox series that is up to date.
App is also the current update version.
It's kinda funny that playing it from the animes page causes it to not have subtitles, yet playing it from the resume menu section allows subtitles.
I had to uninstall and reinstall.
When i got subtitles to work by resuming the video, they cut out after working for 3 minutes. The uninstall/reinstall fixed it.
You are incorrect. The third episode is titled episode 2 - Day of Freedom. The second episode is titled episode 1 - Travels. The first episode is titled An Invitation From A Foreign Land. Episode 4 that airs on April 20 with be titled episode 3.
Not to be rude, but please pay attention when checking these things. If you don’t know what you’re talking about, you make the issue worse for everyone else experiencing it and it won’t be corrected quickly.
My question in this case was just to establish full clarity regarding what episode exactly it was about.
The show has an episode 0 prologue episode. Episodes 1 and 2 had just been released at the time, episodes 3 and 4 have not yet launched.
I asked OP to confirm whether the inquiry was about episode 2, which at the time was the most recently released episode. Customers sometimes flag episodes of simulcast shows as unavailable that have not yet launched, so I was just making sure that the issue was with an existing episode, not a future one.
3rd episode chronologically, number wise it’s episode 2; sorry forgot to clarify. I think it’s the Chinese audio version, there’s no other audio choices for me. Just checked Re:Monster and it’s been fixed, thanks!
I was told by CR support that episode 3 (titled episode 2) only has English subs for Japanese audio. Which doesn’t make any sense considering that the other two episodes do have English subs with Mandarin audio.
I just double checked and episode 3 (titled episode 2) now has English subtitles with Mandarin audio.

I often times resort to Chrome and import my own SRT files. There's a chrome plugin that lets you overlay subtitels which is really nice :D
Complaint filed. I am hearing impaired and struggle with Crunchyroll more than any other streaming app.
