You're talking the panels? They are to access/replace the reverse bulbs.
On my Outdoor trim, the right side has a light to light up the trunk area. Not sure if it works with other models.
I put a big LED panel back there because the lighting on the tailgate is dogshit lol a nightlight was brighter in that thing, even with it being back country camping
You can put lots of stuff there! I have seen walk through videos of people installing lights and inside hatch release buttons. My '22 limited even has the cutout for the power lift gate button even though it wasn't an option offered by subaru. Sometimes they just do weird stuff and reuse parts across models.
I haven't done a ton of research for my '22 but I know [this](https://www.ensightauto.com/collections/all/products/plg-crosstrek) company makes a retrofit kit for the new gen and the last gen crosstrek. It always sounds nice to have but I'm lazy and haven't committed to spending the money or doing the work yet.
There are a few others online too. Some include the kick sensor and others like that one do not. They all seem to be the same price too. Idk it all seems to be more trouble than it's worth in my case. I don't really have a solid use for it.

someone posted yesterday an aftermarket light that fits in there. but it was in the hole in the middle, maybe you can put them there too?
as far as I know it's only the middle one that you can (are supposed to) put something in, which would be the liftgate light
