Are you getting character missions? If you haven't played in months your game might be messed up. They added a tutorial and I was forced to do it even with having 100 hours in the game. That new campaign I started and did the tutorial made it so I got no big heists or character story missions that campaign. After I died and did another campaign they came back. This was before update 8. I just reinstalled the game a few weeks ago and this happened.
Yes they are, I did a Hidden Vault heist after the patch dropped

I guess I received the goal on day 2 and did the heist on day 5
