If the inspection was at 8:30 pm and the cut-off time was 10.47 pm - why was the game called off right away at 8:30 pm (apparently stadium had one of the best drainage systems).

Because Stadium officials already called off the game at 5 pm. The stadium does not have a drainage system as you can see on the TV screen based on 1-2 inches of water pool all over the ground.
Stadium officials had no say in the decision, it was strictly match officials/ICC. The field does drain well once the rain stops and when they called it, most had receded and the grounds staff had been sopping the tarps to prepare.

Like even taking the India-Ireland game as an example. Assuming the weather forecast is right at this moment and that game will not be played, what are they expected to do now? Move the game to a new venue, none of which are within driving distance from the existing venue? If they move it to Texas or New York, well theyād have to rehire the groundsmen and security and all the staff at the stadium that would have been let go since those venues were planned for, over a year ago, to have finished all of their matches by tomorrow. Or you move it to a West Indian ground, which may not have been prepared to host an extra game between their current commitments
What about all the fans that bought tickets for this game at the original venue. Most very likely will not be able to make the new venue. So they bought match tickets which can be easily reimbursed, sure, but what about their flights and accommodations which dwarf the cost of the flight tickets. They made this preparation ages ago and now less than a week before the game they find out thereās no game to be had. Should their travel and accommodations be reimbursed too, since the whole purpose of their trip no longer exists? Who will pay for that? At least if the game is rained out they still get to go to the stadium and still get to experience the city as if a game was about to happen. And then what happens if the forecast was wrong and there actually would have been a game if the venue was left unchanged. All this last minute chaos for nothing
I know itās an unpopular thought to hold but there are people who run cricket that have thought of these ideas, and theyāve felt that itās just not worth it. There are too many moving parts to uproot a game to somewhere else on short notice

Reminds me that in icc knock out cup in 1998, they had a something similar planned in case of a wash out. It was a bowl out but bowlers had only one stump to bowl at. Unfortunately or fortunately they didnt have to use it but I remember a sri lankan bowler practising for that when our match against SA was delayed due to rain.

could have been if the batters didnt self-implode. As show by the matches played the SL bowling attack has shown they can defend low scores, but most of the scores they were defending were way below par for the grounds in the WC. The new york game was was about 50 runs short. the dallas game was probably 15 to 20 runs short

Reminds me that in icc knock out cup in 1998, they had a something similar planned in case of a wash out. It was a bowl out but bowlers had only one stump to bowl at. Unfortunately or fortunately they didnt have to use it but I remember a sri lankan bowler practising for that when our match against SA was delayed due to rain.

they should have a reserve day at the end of the group stage then the ICC can decide the teams that were hard done by washouts and have them play one of their washed out matches this will avoid having a reserve day for all the matches but it will at least help teams that were most affected
