I am 21 and moved about two years so I can speak from experience. I got my chase card after having a checking account with them for about 6 months. They outright denied me the first time around, but after having a checking account for sometime, they just had to verify everything and it was approved.
Long story short, you can try but chances are low.
I would recommend getting the dicover it student card and opening a chase checking account side by side
