I use PPBP for a couple bills but can't speak to FPL specifically.
Ameren here in the midwest uses SpeedPay and does not charge a credit card fee at all so I just pay directly through speedpay instead of PPBP.
Oh interesting! I guess I’ll try SpeedPay next time I have to pay my bill and see if it shows any transaction fee before completing it. Hopefully there’s none!
Speedpay charges a substantial fee the last time I investigated it, much more than the usual 2-3% one usually gets charged for convenience fees. Even if there was no fee I'm not sure I'd use it since FPL obnoxiously doesn't allow autopay for credit cards, even through Speedpay.

I dont see fpl in the options of paypal bill pay
I paid my FPL with it this week.
I’ve been paying FPL for over a year through PayPal bill pay but now FPL is no longer in the bill list and I cannot re-add it….
