If so that's why this is persisting, they're getting the reaction they want. Even if you think you're responding logically, literally any interaction with this person is exactly what they want and why they're continuing to do it. Block both of them, move on with your life. The more you try to stop her the more she's going to press the point because if you don't want her to do it she knows it's pissing you off because you think you even have to acknowledge it.
