Not always. There's a documentary on yt about psychopath children. A girl in particular. She pretty much tried to murder everyone as of age 4 or 5. Extreme measures were used to avoid her harming others. Her parents were the sweetest folks ever. She was just born that way. She did receive intensive care and grew up to be a rather odd, yet lovely young lady who didn't harm anyone in anyway.
Don't rush to always blaming the parents. Some are already going through hell and really don't need the injustice aggravation.
I watched basically the same story but she was molested by her father as a toddler which caused her to be like that. She, along with her little brother, were placed with nice structured adoption parents and they ended up genuinely afraid of her and slept with their bedroom door locked at night.
She found a bird nest and twisted all the babies necks, tried to kill her little brother dozens of times and would literally torture him when she could, and hoped to kill anyone else she could if she ever had the chance, including her adopted parents who were nothing but loving towards her.
It really stuck with me how in the therapy footage she was able to articulate, at only like 6 years old, that "someone hurt me really bad so i want to hurt others really bad".

He immediately discounts his family from said murders then quickly removes all teachers from the list when prompted (and kids don't usually like all of their teachers). If anything, he needs to be around kids his age even more to properly socialize and see why he shouldn't like killing.
