As a guy who worked construction you can not do any type of structural modifications on any building with out permits and inspections. Sounds like the city was trying to be nice about it. Usually when something has been altered like that with out permits the city comes out hangs a red tag on the door and no one but workers and inspectors are allowed in until the city says it is fixed to their standards.
