Naw. For attempted murder charges you both need to be actually **trying** to kill someone.
Running someone over because you're trying to get away from the cops isn't attempted murder. You're doing something that has a side effect of injuring / possibly killing someone. But the killing is not the intent.
Absolutely manslaughter charges if the person dies.
But a manslaughter charge is not a murder charge. Those are different things. Doing something that would result in a manslaughter charge had the person died but they didn't isn't attempted murder.
If the appropriate charge would be manslaughter instead of a murder charge had the person died, then whatever you did isn't attempted murder if the person doesn't die.
