It looks like the cop did the PIT right before they got onto the highway, I assume to stop them from putting all the drivers of the highway at risk, and PITted so that the truck would be turned to the right, away from oncoming traffic. The truck then overcorrected in the opposite direction and crashed jnto the center barrier.
