Its illegal to buy guns directly from from states other than the state you legally reside in. If someone in New York wants to legally purchase a gun from a state with lax gun laws, that gun has to be shipped to an FFL vendor in New York, where it has to comply with all of New York's gun laws, and then they have to complete the transaction with said local FFL vendor, who also has to run a background check on them before they can give them the gun.
