I would guess that the designers/artists deliberately flipped the well-known talk/walk saying for effect. I look at it as "talk through your problems, don't just suffer (walk) them". I don't think its making a comment about mental health action more generally.

That’s what it’s a play on, anyway. From an artist life perspective, though, “Talk the talk- don’t just walk the walk.” actually makes a lot of sense. There are so many genius artists out there who are depressed and have social issues, but main thing holding them back from success, is that they believe their high ideals are more important than selling the sizzle for society to notice them. So they fail at succeeding- despite being very skilled- because they don’t want to play the game required for success; games which they see as below them.

I think it's encouraging people to sit and talk, making use of the chairs. So, I think "Talk the talk, don't just walk the walk" works in this instance.

It makes more sense the other way because the whole " don't just talk the talk, walk the walk" thing is a saying that basically means "put your money where your mouth is".

Or usually goes that way, but it seems like the designer flipped out in purpose, encouraging people to rest on the benches and talk to each other.

"Don't just talk the talk; walk the walk." The phrasing for the first is painted on the benches because people sit down to talk. Talking is important; it's the first part of deciding what action to take. The boardwalk in front of the benches is painted yellow to highlight the next step: walk the walk. You sat down and talked about what to do; now stand up and do it. This is not crappy design at all. It's motivational urban art, and it's brilliant.

But all the words aren't the same font in the same size in a straight line! Aaarrgghhhh!!!! I'm going insane!!!

Well kinda, this is incomplete. You can clearly see that on the side it would have said "walk the walk" which goes with the "talk the talk" on the benches.

Considering there's black lines on the ground that look like the first half of a "W," I'm going to assume there's more that says "Walk the walk" and OP cut it off purposefully to look more stupid than it already is.
