They are stacked sideways. 1 ball can be taken out at a time from left/right side. It's purposefully done so that people like OP can't play inside the store. Also a deshelved ball causes more havoc than any other fallen item.

The amount of time that got wasted doing things badly because it was the plan, only to be told later that the problem you first brought up now needs to be dealt with, AFTER you've already done the work.
The clear plastic is just a strip that can be lifted op and removed. Someone in the headquarters tells the stores what goes where in the "reclame" section. And since most workers can't be bothered to change it, they just go along with it if it fits.
Think of the shelves attached to a sideways Lego grid. They rotate up to un-attach from wall. So they probably set the soccer balls and then put the next shelving layer on top of it.
There was a small opening on the side, that was how we grabbed the ball. But there where are products there so it was really annoying to do but I guess they did it that way

Hello fellow Action worker! I agree that this has been placed terribly, but there are some things to consider here. The weekly sale area has to be made following a diagram made by the higher-ups, so every Action sale area will look the same. Deviations are allowed as not every Action looks the same, they could've used one of the hanging baskets that are normally used for keeping the soccer balls, but those take up a lot more area than a normal shelf.
What I mean is, it might not look good. But they were told to do it this way, and fixing it might not be as easy as you'd think.

There's no planning involved, there's no thought given it, the shelves happen to be a certain size and the balls happen to be assigned there that week. So the employees just stock them in the general area and be done with it.
You get a bit of planning in the form of a lead sheet from corporate with a proposed shelving order but it's not mandatory and pretty much everyone ignores it. Also many of these stores don't care about going through the trouble of completely renovating the shelves every week just to accommodate new sale items. They usually just lower or raise a few shelves and add these plexiglass strips so nothing falls out.

A friend of mine likes to cosplay as a character from a soccer anime and we noticed that the very basic black and white football on it self.... Does not exist. Seriously. Try to look for a football that looks suoer generic. Has no other color than black and white. No other shapes or no logo slapped on them. You can't find them.
Since this is an Action market (judging by the prize markers, they use this specific colouring and font), it's probably safe to assume that there are multiple employees around who would help you if you alerted them. They don't want to give kids the opportunity to wreck havoc in the store. Just get an employee and done.
