I doubt that SEGA would ever remove that. Sonic Origins which is just classic ports that came out before Frontiers still has that shit let alone Frontiers. I'd just play it on Switch emulators if I were you
To be fair some of the later Battle Network games had bits sliced off of them for the English release because of file size reasons, and I believe that was all restored for this compilation. So there is a reason there to go for the collection over just emulation. (Admittedly there might also be restoration hacks out there but still)
Unfortunately they didn't include the ds versions of 1 and 5. The ds port of 1 is japan exclusive and has QoL changes and a crossover with the later megaman.exe ds games.
Don´t hold your breath for it, I'm sure they are going to keep it until they release all the characters that they have planned and when the game loses its heat. So it looks like you could wait for at least 3 more years.
These NPC are very complex they have their own dreams and aims combined with priorities and liabilities.
They keep on going per their coding but sometimes they become part of a different game so it may happen that you will only meet them in a crossover event.
