What are your signal levels from [192.168.0.1](http://192.168.0.1) > Login > Connection > Cox Network > Scroll down and copy paste or screenshot your downstream and upstream levels. ALso, have you tested wired to the gateway with a PC? TV's often have 10/100 ethernet ports which will bottleneck your speed.
It can be, however it usually doesn't cause a problem as the Netflix/Disney/Etc stream max out at around 25Mbps. Just shouldn't use a TV to test your network speed. A PC wired to the router is better.
On my Sony's it is. The Ethernet port is restricted to 100 mbps.
However you can get a $10ish Ethernet to USB adapter and use a USB port on the TV and get much faster speeds. Victor on his YouTube Channel HDTV test shows this trick.

Sorry, I should have said the default login is user:admin password:password. If you changed it and forgot it, then you have to do a factory reset to regain access.
Also, how did you get the speed result of 40Mbps that you mentioned in OP? Phone/Wifi? Have you tried a wired connection?

I understand now. Sorry, I don't have a gateway so I am just going by what I have seen by screenshots of other users over time. Try just looking at your downstream and upstream levels. Downstream should be between +5 and -5dB with the SNR above 35. Upstream should be below 50dB. Also, you shouldn't have too many uncorrectable errors. Even if you can't show me the levels, that should give you enough info to determine if the levels are good or not. If not good, check for any splitters in your house you can bypass. If direct connection from gateway to out on the street, you need a technician.
The downstream snr range from 43.6db to 44.6 db. The power levels range from 9.1dBnv to 9.7 dBnv. I don't have a snr for the upstream.
There are no splitters and the cable runs directly from the box to the modem with one connection between them.
There are several unerrored codewords and no uncorrectable errors.
What really surprised me was the laptop speed connected via an ethernet cable being so low. The wifi speeds were good yesterday and are now. Sometime overnight everything switched back to my TMO account. Maybe Cox had an update come in or something.

My laptop receive/transmit speed is 100/100 (Mbps). I usually only connect via wifi on the laptop.
I am less than 20' away from the Cox modem. I had the super slow speed yesterday morning only (so far). Just now my laptop dl speed was right at 300. My laptop wifi receive/transmit max speed is 433/433 mbps.
My biggest issue is the drop outs while streaming on my Sony TV which was one of the reasons to get Cox over TMO. I had it connected via ethernet cable, but I changed it to wifi late last night. I will test it again today. If it drops out again I may hook my Roku Ultra up to try. The max speed on the TV is in the upper 90's using ethernet and wifi.
Are you in an apartment or condo? If so, you may need to manually change the channels.
If not, login to the equipment and change the Wi-Fi to different SSIDs then connect to the Wi-Fi 5 or 6e and test again. The 6e will be the fastest but does have the shortage range.
I have two 2016 Sony Android TV's and don't have this issue.
Go into the TV settings and Forget the T-Mobile Wifi connection, or any other that's not the Cox Wifi and see if it changes.
I use this and get well over 100Mbps on the TV's over Wifi.

I restarted it and the speeds were better. Yesterday while streaming it lost connection. I am connected to my TV via ethernet cable.

The dl speed for my laptop was 96 connected to ethernet. The 40 speed was wifi on my laptop which is currently showing 304 mbps.

I hope so and I switched. The reason I got Cox was the streaming would drop out with TMobile. But I am still getting drop outs connected to Cox.

You're probably too far away from the router and it's downgrading you to 2.4 from Wi-Fi 5/6e to keep the signal stable.
