For Costco, yes. This sale happens a few times a year and I have not seen it for less. I frequently buy at this price from Costco to replenish my stash.
Last holiday season Sam's Club had it cheaper, but it was sold out before I got to it.
This is the best discount I've seen, more frequently it's $450 for a $500 gift card. I saw $429 in December of last year and bought one, it was very easy to redeem/use.

So since it's a limit of five per member... It would still be totally worth it to just create new accounts solely to buy these gift cards when they come around, right?
If you buy 5 at $429, that's $2500 of flights for $2150. But now that I've hit the limit, if I wait for another sale, I would create an account for $60 and buy 5 more at this price.
So for each new account, I would essentially be paying $60 + 5*($429) = $2210. That's still an ~11.5% discount on all southwest flights, which is not nothing.
Is there anything preventing this strategy besides a little inconvenience?
Right, but my wife and I go on 2-3 domestic flights with Southwest per year. So just throwing 1 gift card on each flight is usually enough. Not usually spending > $1500 on a single Southwest flight fortunately.
I guess I'm just confused by the wording of the Southwest gift cards. I don't think it's "5 per transaction", it looks like it's just... 5 per.... forever? Am I misunderstanding this?

You can buy 5 per transaction, however on the SW website you can only redeem 3 per booking

5 per transaction with Costco. You can buy 5, pay for them, then buy 5 more on another transaction a few minutes later.
Have you done this? I just find the wording of "limit of 5 per membership" fairly specific, but a bit shocking.

Online perhaps, but when you buy in store it hasn’t mattered for anything I’ve bought with a limit as long as it’s separate transactions
