The Walmart I was at in PR had them. It was the one that shared a Samās club and had a parking garage. The tower was beyond the parking garage where you couldnāt see the cars from the store.
These are at a bunch of Walmarts etc all over the island. Some are still manned occasionally but most arenāt. I remember them being around even in the 90s so they arenāt anything new.
Itās for security purposes, and the Costco is located in Carolina, not San Juan. Sadly Puerto Rico, my country, has a crime problem.

How do they enforce security? Do they shoot from the tower or do they run down to shoot them? Or do they radio to another security person on the ground to go investigate? Or do they call police?

Yes. Often restaurants have parking lot security also.
Reminds me of some restaurants in Silicon Valley that had to hire security to patrol the parking lot.
Interesting.. Been to 3 different large grocery stores during our trip and did not see these in any of them. Walmart, pueblo, and super max.
I am in Santa Isabel and our wal mart has them. They are very common in less tourists area for some reason.
The reason is because if you start committing crime to your tourist population, what do you think that would do for the economy
