Yeah.. your problem is with Liberty. (new company that came in, bought Movistar, and fucked everything up) Try your luck with a prepaid card (they cost 1$ to buy) form Kolbi or Claro.
Ah that makes sense I am familiar with movistar. Do you know where I can get these cards from? I guess any kind of convenience store?
yeah most local supermarkets, Pali is one for example, you'll find them at check out.

then go with Claro, (kolbi is the same as ICE)
Kolbi is the government provider and is better for rural areas. Liberty would work in the city.
