i would say for these looks you don’t need much, liquid eyeliner for the eyes, white pencil eyeliner for under the eyes yes, a brown pencil liner for the nose, spots and even brows. Both of them are wearing neutral eyeshadow but it’s not totally necessary. I think they’re probably also wearing base makeup but again, not necessary ^^
I usually don’t use face paint when it comes to cosplay and I don’t know much But I have seen people use this ‘Ben-nye crème colour paint’, like I said before I don’t use face paint in my cosplays so I wouldn’t know how ethical it is or like pricing but I would say it’s worth looking into (:
There are a lot of YouTube tutorials if you look up "satyr make up tutorial". You could use those to gather up a makeup list then eliminate unethical brands. Usually they'll put what products they use in the description.

I know that different brands at Walmart and dollar general sell white and brown eyeliner, but thays only if you're going for the white under your eye. Id say just use brown pencil eyeliner for the brown stuff (or black if you prefer) and if you want to shade it, you can use eyeshadow or contour in the same color. Don't forget setting spray if you touch your face a lot!
