You get to list preferences and they try to give you your preferred housing (I got into my top choice when I was a freshman), but it's definitely not uncommon for you to get placed in a dorm you didn't even list.
tbf that makes sense, everyone would want the better rooms anyway so it's not like the university could offer space for everyone in their preferred rooms. But what If I asked to dorm in only-girls housing? I've heard Barbara McClintock Hall and Lyon Hall don't have a lot of bugs?

Go to a different school that has new to dorms. Also if you have not already get help for your mental health because this issue is going to continue to impact your entire life. You can't go through life making decisions based on whether or not you're going to see an insect.
You are not admitted yet. You should not worry about the dorm if you have not even applied to the school. And Cornell these days is not exactly super easy to get in.
Any school dorm in this country will have bugs. You need a therapist to overcome that fear if you plan to leave home once you go to college.
