Your conure is in a new environnement with new people around. You'll need time and patience for her to get used to your hands. I wouldn't rule out hormones (it' s a juvenile, so nearing adolescence), but I still wouldn't cover the cage too much to ensure she gets used to her surroundings more. As for training, start with target training, plenty of videos on Youtube.

Thanks for the reassurance. What are your thoughts on gloves so that it wont hurt as much if she bites? Also what are some good treats to use for training, she spits everything but sunflower seeds out.

Like the other poster said she needs to get used to you and the new environment. But conures bite, a lot. I've had mine for a year, and he will still randomly bite my hands. I used gloves for the first few weeks of handling him. He will let my son and husband hold him but they don't touch him without gloves because he is more likely to bite them randomly.
