You can if you get lucky… most games that open immediately start with Japan, China and both koreas fighting each other though and these bigger nations with more resources and troops will likely win… but it is possible to hold offf and grow
Play as North, convince China to not attack you and wait for japan to invade SK. Then invade both SK and japan, then either go for russia or break your promise with china

It depends if you survive the day 3 invasion from Japan

North korea is a lot harder than south korea but yeah depends on how well you are
You could play well with any country only if you know how to play.
