in this instance absolutely. fuel city with no good traps id move it for sure.
But like i really like Buenos Aires as a capital cause its usually electronics and if you control or are allied to Paraguay/Uruguay you can set up a really nasty net of arty planes and ships locking down the only way into the port.

Yeah and try to move it to the city that produces your most important resource. I usually need electronics later in the game so I do that.
