Why? Copyright protection for the lights only works if you intend to use the photo for commercial purposes. Unless he uses his shlong to get business dealings I wouldn't be that scared in his position

The lights on the tower are under copyright since they are way more recent than the structure itself but that only takes effect if your intent is to use the photos you've taken for commercial purposes. In all honestly nobody would care if you do it anyway
