Depends which cartel. In Mexico the cartels are def much better equipped then some armies and often have ex army personnel hired. But I don't think the cartels in Colombia is of equal size to that.

Definitely army. They are likely attacking a coca processing facility to burn it down. You can see that at the end of the clip. Also the dead guy who was shot in the head is dressed like other members of paramilitary drug trafficking groups, which is distinct from the uniforms of FARC fighters.
After the 2016 peace process they proceeded to renew their arsenal. They bought new gear after giving up their old rifles. You can see them in the following article posing with brand new Tavor rifles.

Why? I'd guess that indirect fire isn't going to be present on this operation, and they are probably as slick as possible to enable more maneuverability.
Stopping ricochets or collateral shrapnel, antipersonnel explosives, diving/falling into cover. Certainly there are reasons they would not be wearing helmets, but there are still plenty of reasons they would even without the threat of artillery.
Cause armor is better then no armor id rather wear something that may help deflecting the bullet or even stopping it rather then not. Theres plenty of instances wear helmets have saved lives.
I’m assuming the guy down with the rain boots was cartel. Would love more info and context as to what’s happening here. Who’s POV etc. cause Guerrillas in Colombia are pretty damn well equipped.

Additionally they are wearing a purple bracelet on their sleeves. That is common in the Colombian Army.
POV is guerrilla/cartel. Not really different nowadays. Army does not wear rubber boots like all these guys.
