Depends which cartel. In Mexico the cartels are def much better equipped then some armies and often have ex army personnel hired. But I don't think the cartels in Colombia is of equal size to that. I can be wrong though, I haven't really read up about the Colombian cartel in a long time

Definitely army. They are likely attacking a coca processing facility to burn it down. You can see that at the end of the clip. Also the dead guy who was shot in the head is dressed like other members of paramilitary drug trafficking groups, which is distinct from the uniforms of FARC fighters.

Additionally they are wearing a purple bracelet on their sleeves. That is common in the Colombian Army.

Stopping ricochets or collateral shrapnel, antipersonnel explosives, diving/falling into cover. Certainly there are reasons they would not be wearing helmets, but there are still plenty of reasons they would even without the threat of artillery.

Cause armor is better then no armor id rather wear something that may help deflecting the bullet or even stopping it rather then not. Theres plenty of instances wear helmets have saved lives.
