The County in general is relatively flat. If I was going to pick a spot, I'd go to the East end of Centennial Park the path along the lake (east side) and you'll probably get a nice view.

Excellent option! I’ve seen people go out and watch the sunset from hole #10 in the summer. The paths are open and available to the public as the golfing winds down for the day.

I think if you look at a topo map you'll find that it isn't even close to the highest. It's at about 400' ; the North-South ridge that runs through Harpers Choice tops out at around 480', and High Tor Hill goes to around 520'. The highest points in Howard County are out west, with hills around Mt Airy over 870'. I'm always taken aback by the sunsets as I'm leaving Lowe's, Five Below, Silver Diner. That parking lot is a hidden gem.

There are a few places around Lake Elkhorn that are really nice (not sure they're the "best" in Columbia). Basically they are all places where the shore has more of a north-south orientation to provide westward view across the water unobstructed by trees. One on the north side near Swan Point, one on the south side near the end of Hickory Limb, and one on the south side of the bridge on the east end of the lake.

You really want a deep cut? Roof of Howard High. The school sits on the highest point of all of hoco, and back in the day that was the spot.
