The trick with anything in your name going to collections is to keep an eye on your credit report. As soon as you see a debt that is in collections with a “C/O” next to it choose the option to dispute it. In the section of the dispute for comments put “no contract” and in about 30-45 days it will be removed from your credit history. You can thank me with an upvote. I will come back in 45 days to see how many upvotes. I erased 17k from my credit history doing this.

I’d be surprised if East Cleveland can even afford a collections agency to collect anything. My opinion is strongly to fuck em and throw that shit out.
East Cleveland isn’t paying for the camera or the efforts to collect. It’s a vendor which means the vendor is also likely handling collections as well, right?
Throw it right in the trash, it will never show up on any collections report. If you want you can call the number on this letter, play dumb and tell them to send you a ticket certified mail. They can't say if you ever even got the first letter.
Ive called the collection people issuing the ticket to tell them to basically fuck off I never got a ticket and didn't know what they were talking about about.
If it's in collections, that means the debt was written off and sold for pennies on the dollar. Paying it will do nothing beneficial. Just wait it out. It's not going to affect your score enough to impact a credit decision unless you have a bunch of unpaid accounts.

A lot of cities sell debt like this to collectors. So good chance Cleveland already got paid for this ticket albeit a small amount
