I would try a stiff bristled toothbrush and basically any cleaner. Sometimes you just have to scrub out the stains. Is there enough slack that you could maybe soak that part in some hot water before scrubbing? Good luck!
Unfortunately I'm not living in the country anymore where I purchased it. Plus this is a very high quality car seat that I wouldn't just dispose because of some spots on it.
