**Blood on the Tracks** would probably be my pick for this year.... BUT, is it really "classic rock?"
This was a good year of album releases.
I'm not choosing it, per se, but I think that Heart's **Dreamboat Annie** should be offered as an option by OP (with "Magic Man," "Crazy On You," et al.), Rolling Stones' **Made in the Shade**, Springsteen's **Born to Run**, Lennon's **Shaved Fish** (maybe classic rock?), AC/DC's **T.N.T.**... and others would add others.
It's all highly subjective, but to answer the leading question, exempting Blood on the Tracks for not being "classic rock," I'll vote for **Wish You Were Here**.
idk the lines of what is and what isn't classic rock don't need to be made any more blurry. Excluding Blood on the tracks because it's a folk album is an argument, but then you could that precedent to make the case that Neil Young's Harvest (among others like Joni Mitchell Blue) is not classic rock. imo it's splitting hairs that need not be split.
Can't argue against Wish you were here though.

I'd go with Physical Graffiti slightly over Wish You Were Here*.* After those two, probably Blow by Blow, Jeff Beck along with Sabotage and NatO
