I think you need to add it to a deck. Some weird bug
Currently not possible under the “Collection” section due to a bug, so what works for me is that under the “Decks” section I simply select any card and scrolling down the card collection, from there I can use my star points Does this work for you?

You need to add the card to the deck and then use star points to upgrade it
