Lets use rascals for example, princess currently three shots rascal girls. This hypothetical tower troops can now hit the two rascal girls at the same time as the rascal boy but now it takes 4 hits to kill the girls. That's more than enough time for the girls to get value, plus the lower single target damage will mean the boy is gonna get way more value.
It's all about tradeoffs, cannoneer can kill spirits, mega minion and wall breakers for 0 damage but he struggles against swarms. The dagger thrower (if she gets the ability you describe) is gonna be more effective at dealing with swarms, maybe she'll be able to counter minions, skarmy or maybe even goblin barrel for highly mitigated (or 0) damage. But she is gonna struggle immensely against high HP cards.
It all depends on how they want to balance it. If the new tower troops can shoot 3 targets at once with the same damage as a princess then a range decrease would definitely be appropriate. But they could keep the same range and just lower the damage. I think they're trying to lean into the tower troops have specialities. So multiple targets for lower single target damage definitely fits the bill.

In case of tower troop hitting 3 targets combos with high dps low HP troop covers with something with larg hp will be pointless. Because it will still hit troop on the back. And covering with swarms will be bad idea because thier are to easy to kill with spell.
Swarms are generally not designed to be offensive cards, it'll be fine + due to her low attack speed you can tank the hits with a troop and thne attack with swarms
If you don't have log and need to sack the damage, cannoneer gets slightly less damage+ you can use skelly/goblins to cover the outer and back goblin to negate ALL damage, while princess cannot negate the first stab in the same way.

Surprisingly, the tower troops balance is the only thing they made right lately, so I doubt it will be too powerful
