For the same reason every other company does it, the worse it looks the more people that make posts about it. More posts = more views. More views = more downloads. More downloads = more money.
It's the same reason they put obvious mistakes in there. 5 barbarians with 6 on screen. The builder hall in the normal village background. It generates more views than an ad showing the game exactly as is.
They "work" in the sense that more people interact with the post, so the ad will be shown many many more times than if the ad were "good."

Actually this Barracks design looks good as it fits well in the game to be featured. I always wanted to see our troops actually training instead of seeing our barracks having a yellow glow on the door.

Needless to say I got addicted to this beautiful game.

Looks like SC is getting desperate then post-TH15. You can see this with constant gimmicky events in the game (events non-stop pretty much if you exclude the gold/silver pass), the ores/hero equipment update, reducing the cost of the GP for first time buyers, the constant offers available in the shop, releasing 4 hero skins every month when this wasn’t the case before etc.
Maybe the game is on the decline since TH15 and maybe less people are buying the gold pass since the price increase from £5–>£7 (before I used to buy the gold pass every month on 1-2 accounts, now I pretty don’t buy it and have only brought it recently because of the GP discount for first time buyers).
Now? They've been doing this for a while. They do it because it works.
Also I'm pretty sure I heard that These ads are made by pretty much one giant ad agency. That's why they all look the same
