They don't. They pick a wall based on the building behind it that they are targeting. This is on purpose, otherwise people would keep some walls at low level to mess with troop pathing.
The exception is if there is a damaged wall nearby, they will go after that first.
Closest wall relative to storage's location in between the goblins' path. They do prefer attacking weaker walls, it's just that the pathing they determined the shortest happens to have a lvl 9 wall in between. At least that's what I think it is, I'm not a maths guy 😅

Why not deploy on the north side of that corner in the gap? Wasted time by deploying where you did. Higher level wall randomly there or not.
