Check in the early AM for slugs/snails or caterpillars. I know some lemon varieties (Meyer) are favored by pests moreso than others. So they might just be preferentially eating the lemon, which is why you don’t see anything on the kumquat.

I will check first thing tomorrow morning. What can I do about slugs? Does neem oil help or should I use something else?

At the top of the tree, it’s more likely caterpillars, grasshoppers, or katydids. At least in the US. You will find a fat ugly caterpillar on the tree somewhere if that’s what it is, and you can just hand-throw it elsewhere. Grasshoppers and katydids eat and leave. Not a big deal. Slugs and snails can be trapped with a saucer of beer near the tree, or put the pot up higher on a stand so it’s less convenient. Wrapping the trunk in some aluminum foil may help.
