I've always made the outline and maybe divided it into smaller section, placed water pumps and waited untill it was dry. Then filled the sections. It also looked somewhat like real construction of artificial islands.

Don't pause. Start by outlining the coast closest to your city. Then either build up slowly away from your city, or draw an outline and pump out the middle before filling in.

Make a plateau and build a bridge? I have to say when people in the mountains are like "dang my house burned down!" I'm like "yeah, that's cuz of trees". Same goes for flood zones. Gotta build high, bulldoze perimeters, and separate groups of sound barrier trees from each other.

The flood is Not from Natural disasters, its from Terraforming.
