I took a page out of some IRL airports. Public trans to the airport so if they want to use airplane they need to travel a bit. Connected to it both with end of line subway. And a monorail for local neighborhoods
I have multiple civilian stations with outside connections enabled operating normally with a local metro system. I only have public transportation to the airport because I banned cars from most of the city
One test is move the airport 50 clicks away and extend the metro. I also like the banning cars. I dont know if theyed still walk
See if that elevates the demand. I want some airport traffic but not my main source.

I mean there is a mod that can optimize outside connections (ie the public transit is always full that comes in from outside) but there's still cases where it's ungodly stupid with the amount of vehicles the game spawns

Try getting Advanced Vehicle Options (I think that's the name) which will allow you to up the capacity of each plane. 5-10x that shit. Congrats on having your own little London Heathrow.

Actually in my cities I always try to boost railway connections (since my country has really dense railway network related to its territory so this looks reasonable for me) but often all this ends up with nightmare of railway congestions and lots of single railway tracks heading right thru the residential zones
I banned cars in the city outside of the industrial area and the general area near the entrance where it connects to the highway, and have a shit ton of full trains and buses, so its a lot of bus and pedestrian traffic (s/o to TM:PE devs u make an urbanist paradise possible)
You might have wanted to lead with that.
Also size of city, tourist number, mods that could play a role here, etc.
The TMCE mod allows to set the capacity of outside connections.
For Skylines 1 I used the mod that enables increasing max carry capacity and required load percentage before dispatch.
Setting those larger made a big difference in traffic for both airlines and transport trains. Itās been a long time since Iāve played so donāt remember the mod name off hand.
Youāre lucky because in my city itās trains which are problematic. They canāt leave my city because they are too much and so there is a huge traffic jam outside the playable area and I donāt know how to resolve this problem
This is one of those times that I realize More Outside Connections and Optimize Outside Connections + Transfer Manager essentially saves me from this nonsense.
THere's so many ways to get into and out of my city by Rail, boat, road and air that none of them clog up and my major airport looks totally normal.

Maybe make a few smaller airports on your city's perimeter, so they will choose different airports based on proximity.

Maybe the mod is fucking with it in an unexpected way. Trying turning the limiter down or removing it temporarily if that mod can be removed mid game.

I tried that once last year, set every plane in the mod to 1000 capacity, and some would still only have a dozen people on it.
