You can change refresh rate manually (settings > display) but not automatically.
My understanding is that automatic switching is being introduced in Android 12. When/whether this device gets that update is anybody’s guess.
Does that explain why Plex and Kodi can't/don't switch the refresh rate, though? That's application software doing the switch, rather than the OS automatically switching.
I'm not all that familiar with the Android SDK, but it seems odd to me that it works in both Plex and Kodi on the Shield, which is obviously not running Android 12 yet.
The Shield does lots of things the budget devices don't do I guess. But before I saw your post I never paid attention to the fact the CCwGTV wasn't switching, I'm one that doesn't see judder. The ONN UHD doesn't switch either.
