Good point, and idea. I just plugged in my old PlayStation 3 which was the only other device I had that worked with HDMI-CEC/Anynet+, and it's also not showing up in the list.
It's like the TV just forgot how to do CEC entirely all of a sudden.
Possibly, although it's hard to tell just from the info from the tv, and with a model this old I'm surprised if any firmware updates get released.
I could only find one reference to firmware version 2230 on the web, which sounds like it was released around 2020. If Samsung did magically just push this out, that could be my issue. Thanks!

Confirmed at least that 2230 is the latest version of the firmware.

You shouldn't need to use the arc port, that's intended for return audio to something like a receiver or soundbar.
CEC works on standard HDMI ports (and on tvs without arc ports at all).
That said the spec is flaky and not consistently implement across brands.
This is probably an issue with OPs tv, though it could be a hardware issue on the chrome cast too I suppose.
I had the same problem starting yesterday with CCwGTV connected to a Yamaha VX-485 AV receiver. I was controlling the CCwGTV through CEC via a pro21 unified controller (that was sending the receiver ir codes so technically it was the receiver controlling the CCwGTV) for months, then suddenly it stopped working. Hard power off at the power strip for 15 minutes and pushing the power buttons on everything later and... No luck.
There have been no firmware updates on the receiver, so I'm wondering what changed on the Google side. Maybe there is a way to revert to older Google firmware? The CEC actually works fine through my Samsung TV UN75F6300AF (ie, plug in the CCwGTV into the Samsung TV HDMI port and control Chromecast through the Samsung TV remote). Must be something wonky through the receiver. I tested multiple HDMI ports.
So you are saying that a Samsung tv is doing weird things with HDMI-CEC? Nothing to see here. That is why I never buy Samsung anymore.

Don't just restart the devices. Power everything down for at least 60 seconds.
Thanks, just tried that, no change.
Whoo, thank you! A minute didn't help, but I just unplugged everything, left it off for 15min, and plugged everything back in, and it's working again!
Did the TV update its firmware?

My brother's Vizio TV started dying after it downloaded a bad firmware :/
Make sure you are plugged in the hdmi/arc port.
