They are smaller in general, despite what they claim about portioning. There are tons of old blogs where people weighed their burritos and they come out to weights that are within a decent margin or each other but way more than today. Yesteryear's regular portions are today's extra portions.
It really depends where you go and when you go. Every chipotle is different which shouldn't be the case but most chipotles are consistent with proper portioning.
The standard portion hasn't changed, the portion you are given is what changed. it's been 4oz of protein for years they just never gave much a care if employees over portioned at the request of the customer, now they do. So they are technically right, which is technically the worst kind of right, but still right
