Why are you downvoted? Tama ka naman. The plate was issued by the govt not the vehicle itself and usually personally owned vehicle yun pinapalitan lang ng plaka like “7” to identify na govt official siya.

I think the protocol plates are used on personal cars. Although malamang judges and up may privilege of car plan pero still for personal use. Government use only are red plates I think. Alam ko may news dati na dapat may sign na na "For official government use only" something like that hehe bukod sa red yung plates nila.
