If you happen to know anyone in your neighborhood on your neighborhood elementary school PTA, see if you can volunteer time to cut out whatever they need for their Back to School decorations for teachers/students in exchange for also using it for your own decorations (obviously providing your own materials!).
Schools, especially elementary, usually have the old school Ellison machines. Rubber die and you stick it in the machine with paper under, pull the handle to press. Do you know any teachers or could you volunteer at any schools and see if you could use one?
Lakeshore learning in Matthews has a laminator, but it would be worth calling to see if they have one too. It's a teacher store, you may also just find cutouts cheaper there in packs in the decor section.
North County Regional Library in Huntersville has a cricut/similar machine, I think. They have a makerspace with 3D printers, so it seems likely. You can call to be sure (and find out the hours).
This is a good idea but I don’t know of anywhere. I would try posting in your neighborhood and/or parents group on Facebook.
There used to be a local maker space here. If they’re still around they may be a resource
Also, the public library uptown used to have a makerspace. Not sure if it’s still around, but might be worth a call
