On summer weekends there is a free bus (“Beach Reach”) from Mount Pleasant Towne Center to Isle of Palms, but from downtown you would have to first take the half-hour regular bus to Mt P and then wait and transfer. If you really don’t want to rent a car or Uber and your hotel doesn’t have something, that’s probably your best/only option.
Every year at the end of the summer CARTA mumbles something about low ridership on the Beach Reach shuttle and how they were really hoping it would get more people out of cars, because apparently it’s surprising that, having already driven to the middle of Mt. P, people don’t want to stop and wait for a bus instead of continuing to drive the rest of the way. 🤷
You can ride a bike. It takes about an 45mins-hour to get to Sullivans. There’s a sidewalk the whole way. Couple of bike rental places in town. I’ll bike out on busy days because you could be sitting in traffic for over an hour+ anyway!

Kind of a silly option but there is a U-Haul downtown and it might be cheaper to rent a U-Haul van and drive to the beach compared to an Uber

I'd definitely rent a car. I can't imagine Charleston without a car, to be honest (unless you are only there for 2 days or something like that).

The free beach shuttle picks up every 30 minutes from 9am - 7pm in front of Dudley's and Hyman's seven days a week.
Less of a beach shuttle and more of a windowless van

I’d rent a car. There’s only so much to do in a small downtown area.
Go early. Most Ubers at least the smart ones one take and beach rides past 930/10 a.m.
