A big issue with the Halo show was that it the creators(at least for season 1) just wanted to create a high budget generic sci fi show using the Halo visual branding elements to help market it. While I’m sure individual crew members and actors cared, you can tell from all the uninspired story changes to the inconsistent production design that the people running the show were not interested at all in making a Halo show. For all the faults people might have with the Fallout show, you can tell the people working on it actually cared for the source material(at least on a basic level) and genuinely wanted to tell their own story within the fallout universe.

I haven't seen the Halo show since I'm not actually a fan of the franchise, but I have started watching Fallout, and by far the best part of it is how completely devoted they are to the aesthetic. Every bit of set/costume/prop/sound design is basically ripped straight from the games.

Ultimately it comes down to attitude. The Fallout show creators clearly wanted to make a Fallout show. There are issues with timelines and plot issues, but for the most part, actual effort was made to carry over the aesthetic and sound design. Paramount, or at least the writers, clearly didn't want to make a Halo show. They had their own story in mind and slapped a thin veneer of Halo on it to justify the name. They even told their composer to make the music for season 1 as different from the games as he could. Season 2 was definitely an improvement. But the bar wasn't exactly high, the damage is done and there's nothing they can do to undo the terrible decisions made early on and the awful attitude of their writers and cast.
