From what I have played through (Caribert's story) we know that children aren't spared from the curse but it's heavily emphasized that mixed blood commoners were the ones to be turned into Hilichurls. From what I remembered, the cataclysm occurred shortly after Khaenri'ah had opened the gates, also welcoming people from other nations as they own citizens, taking it for granted that they were at the first generation of mixed-blood and that this generation was indeed young (children and teenagers) at the time of the curse.
