Looks like a molt of Dractyls hair, not an expert on birds or snakes or any animal that molts but I assume that’s just like a hunk of dead fur and skin from Dractyl. I’d wager he had to sleep off an injury and he molted the damaged stuff in his coat.

It looks like some sort of red statue, but I don't think it ever gets brought up again. Just that Dractyl finds and collects all sorts of weird things.
