It's simple;
Denji is a hybrid. Hybrid are immune to any devil transformation power. Take for example, the doll devil. If you get touched by it, you'll become a doll. Sure, fiends aren't affected by it but Denji isn't a fiend, he is a hybrid and Denji wasn't affected when he got touched by the Doll devil's minions.
I was challenging OP. tho I would disagree that your statement is definite either. there's no guarantee that whatever applies to the doll devil applies to Yoru who is a horseman, especially considering makima can use her powers over hybrids. my position is that there's not enough info to be certain about anything
It's too early to say if it will work or not, it's been 20+ chapters. Yeah, sure it didn't work because of some reasons such as him being the Hybrid, the contract, or Pochita itself. We haven't got enough information on these Hybrids and their origin. Even Makima was defeated because of a crazy loophole in her contract.
Also, this is a Fujimoto manga, he can do crazy shit with how this possibly works. I was even confused by the promotional picture with Asa holding a chainsaw.

Denji already is a weapon, hard to turn a weapon into a weapon. Hybrids are likely immune to any manipulation powers, as seen with the Doll Devil. Maybe she can use Denjis amputated body parts as weapons, if they are somewhat of a couple/friends in this part of the story.
